Try holding down the tv power button and keep holding it while you press the channel button until your tv comes in.. It takes a few pushes. Make sure your tv is off first though.

SOURCE: I have an Insignia DVD/VCR combo model

The code may not be available. The Radio Shack 150-1923 was released in 1999 and your device is newer than the remote (released in 2007). The codes programmed into the remote are limited to devices released at least six months before the remote was programmed.

I'd recommend you get a newer universal remote. The Insignia line is built for Best Buy by several companies but most of the products are from the LG Electronics company. So on a newer remote, look at LG codes as well as for the Insignia codes.

If you want to try longer with this remote, you can try a manual code search. Turn on the Insignia DVD/VCR. Press and hold the Setup button until the light comes on. Then press the VCR or one of the Aux buttons. The light will blink once. Then press On, Play, Power or Channel Up. Continue to press the button until the unit responds. Then press Ent within 5 seconds. (If you miss the response, press Last and then press the On, Play, Power or Channel Up until it responds.) If the DVD/VCR turns off but doesn't respond to the remote after you press Ent. Retry the code search but wait longer between button presses.

The manual and code list for this universal remote is available here: http://support.radioshack.com/productinfo/DocumentResults.asp?sku_id=15-1923&Name=Remote%20Controls&Reuse=N .

I wish that I could be of more help.

SOURCE: Need a remote code for an insignia dvd/vcr combo

Hello
Four digit universal remote codes for Insignia DVd/VCR combo is:
[0405 0245]
Where the code is listed as [### ###] the first is for the DVD and the second is for the VCR. Otherwise just the one code operates both the DVD and the VCR
Direct Code Entry

  1. Press and hold the SETUP button until the red indicator stays on, then release the SETUP button.
  2. Press and release the desired Mode button (TV, VCR, etc.). The red indicator blinks, then stays lit.
  3. Enter the 4 digit code from the code tables. Note: after a valid code entry, the red indicator turns off. For an invalid code, the red indicator flashes.
  4. With your device on, press CHANNEL UP. If the device responds, no further programming is required. Note: If some buttons do not operate your device, try one of the other codes for your brand

this site will help you :http://esupport.sony.com/US/perl/model-remote.pl?mdl=RMY180#. However this remote will operate only Sony TVs, so there are no instructions to program otherwise. Did you try pressing the TV button on the remote and/or changing the batteries?

Did you install the batteries correctly?
Some remotes (Universal) need to be re-programed when you install new batteries.
Go to remotefinder.rca.com/default.aspx?site=rca for proper codes.
