Are you perhaps asking about a Cook's Essentials pressure cooker manual? I don't find your model number connected to any Cook's pressure cooker and do find it for a Cook's Essentials pressure cooker.
If I am correct that you mean Cook's Essentials, it seems that brand is exclusive to QVC.

You didn't mention the brand of pressure cooker you have, but the most common is Cook's Essentials (other brands may have different meanings to their errors). For this cooker E1 means that there is a broken circut to the sensor. The manufacturer recommends un-plugging the pressure cooker and letting it cool, and then trying again. I searched and searched for this yesterday and my sister in law had one so we asked her but while waiting, we finally found on another forum, it means reaching right pressure. My sister also confirmed this. It did that for about 15 minutes and then started its cooking countdown. So you're good and we had delicious chicken stew!
Well, it depends on the model, I looked the digital pressure cooker manual (found here http://www.hippressurecooking.com/category/manuals/cooks-essentials/) E4 is a Signal Switch Malfunction. The recommend turning off and un-plugging the pressure cooker and letting it cool of completely before trying to use it again.
