Sounds like you have a problem with the defrost coil and temperature sensor. Samsung coils are famous for failing and causing temperature problems. Best suggestion is to Google something like "Samsung model ..... coil repair" this should give you some guidance.
You can also check YouTube - have a look here for some guidance -https://www.youtube.com/watch?v=DO2wDd16OkA
Its not your model but will give you an idea what needs doing.
Good Luck and I hope this is of some help.

SOURCE: My GE refrigerator cools but wont regulate the temperature. Its eather on or off, if I move the thermostat off 0 it comes on but wont turn off even when reaching 28 degrees. I changed the thermostat

This sounds like a relay problem with your system. The relay controls the compressor when to come on and how long to stay on from what the T-Stat tells it. In this case you need to replace the relay since the T-Stat is new. The relay is located on the side of the compressor on the back of your unit. Make sure that you unplug the system. You can get it online at repairclinic.com or at your local appliance dealer

SOURCE: Refrigerator freezer is not freezing, all items

Hi

Check the back wall or floor of the freezer section for frost. Check the evaporator fan to see if it is running. Check the condenser coils under the unit for blockage from dust. Check the condenser fan under the unit to see if it is running. If you have frost in the freezer there is a problem with the defrost system and the freezer will start to warm eventually as well as the fresh food section. If that is the problem you can check the defrost terminator, defrost heater/s, and the defrost timer or adaptive defrost control If used on your unit or the main control board if so equipped. These things usually require dismantling the freezer and other areas of the refrigerator to be checked.
You could defrost the freezer by disconnecting the power to the refrigerator and letting it sit for at least 24 hours with the doors open to allow the frost to melt completely but it will build up again in 1-2 weeks and start the warming up again.

However there are various reasons as to why refrigerator is not cooling. Please check this link to get an in-depth knowledge related to your issue:-

Why is the refrigerator side is freezing food

First some fridge 101, the refrigerator/freezer models cool by directly refrigerating the freezer section and the refrigerator section is cooled when "some" of the cold air from the freezer is directed over to the refrigerator side (typically by a fan) to keep food fresh and not frozen a temperature controlling damper opens and closes to regulate the temperature of the fridge by introducing more or below freezing air into the cabinet. In older models where the freezer was on top the air simply "gravity" drained into the refrigerator cabinet, if the food was too cold you turned the fridge knob up and less air sank from the freezer to the fridge, simple but effective.

When you adjust the temperature level it controls the freezer temperature and this turns the compressor on and off to keep the food frozen. There is typically a knob or lever and some even have electric dampers that open and close to direct more or less air from the freezer and direct it to the refrigerator cabinet based on your temperature requirements.

Now that you know how it works there are a couple things to check. If the condenser coil is plugged with dust the internal system pressure will rise and in some cases make the fridge an over achiever and can chill too much so check/clean the condenser coil. Check the freezer temperature control and turn in up, also make sure the fridge temperature control setting is not set too cold.

Finally as the temperature changes around the refrigerator it will have an effect on the inside of the fridge too so expect to turn it up and down as the environment changes, down in the summer and up in the winter.

Hope the novel helps to resolve your issues.

Why do freezer and refrigerator get warm and then cool down again and repeat the cycle every few days?

check fan operation if fan not working will cause icing and the air wont pass thru causing temperature to rise in unit than defrost cycle removes some of icing and unit will work to cool down till iced over --other is defrost timer damaged or electrical connection problem

Good Afternoon Friend,

I understand the freezer portion is cooling on your Frigidaire refrigerator, model# FFHT1826LK, but the refrigerator portion is not cooling. Frigidaire flsc238js1why wont it cool?

Good Morning Friend,

I understand that your Frigidaire refrigerator, model#FLSC238JS1, is not cooling well. I suggest cleaning underneath and behind the kick plate of your refrigerator, with a vacuum extension. I also suggest resetting your appliance, by either unplugging it or shutting the power off at your home's circuit breaker, for 3-5 minutes. Restore power and make sure the temperatures are set to 0 degrees for the freezer and 37 for the refrigerator. Give your refrigerator 24 hours to stabilize at the set temperatures. I ask that you please follow up with a comment on the post, at your convenience, to advise if further troubleshooting is needed or if your appliances status has changed successfully. Hope this is helpful.

Continental refrigerator

Some units have the thermostat located on the evaporator cover (cooling coil). There will be a dimple or some other mark at the set point. These temperature controls cause a cycle defrost. Cooling coil temperature must warm up to above freezing before the next cooling cycle starts.

Cooler wont cool below 48 degrees.

Keep a thermometer handy. (adjust temperature control knob accordingly)
Periodically monitor temperatures inside your cooler. (adjust as necessary)
Keep the refrigerator door closed as much as possible to avoid temperature fluctuations

The temperature of the refrigerator compartment is
controlled by adjusting/setting the thermostat control
knob, located on the ceiling of the refrigerator
cabinet.
To start the refrigerator, and achieve maximum
cooling quickly;
• Turn the temperature control knob (using a coin
or screwdriver) clockwise to the furthest
(maximum) setting on the darker blue section of
the graduated control dial.
• Allow the refrigerator to run at this setting for 3~4
hours.
• When maximum cooling is achieved, turn back
the temperature control knob setting to the 2:00
o'clock position on the graduated blue control
dial.
• Correct cooling temperature is a key factor to
consider in storing and dispensing draught beer.
• Optimum temperature for serving draught beer is
between 34ºF ~ 38ºF.(1ºC ~ 3ºC)
• To maintain temperatures ranging between
34ºF ~ 38ºF.(1ºC ~ 3ºC) We recommend the
thermostat knob be positioned at the "2:00
o'clock" setting on the graduated blue control dial.
• To turn off the refrigerator, (no cooling) rotate the
control knob to the "0" position.
