I had the same issue... here's what I did.  If power off your cable box, then press the menu button, there's a selection to enable or disable Closed Captioning.  This works for both HD series Motorola boxes Comcast offers, at least in the Minneapolis/St. Paul area.  Hope this helps!

I had this problem just now for the Toshiba DC-SB1 remote control model, and I think the problem might be that you're pressing the wrong button. Try pressing the "skip track" button right below where it says close caption on the remote. It's deceiving because, based on where the words 'closed caption' are, it looks as if the stop button is associated with it, but it's not. That's what I was doing wrong, it may be a different problem for you though.

1. Please check your connections and make sure if you are using COMPOSITE “yellow, white, and red cables”, SVIDEO,
with “white, and red” or Color Stream COMPONENT “green, blue, red, white and red cables,” that the white
and red cables which are used for audio are plugged in securely into the same inputs as the video.
If your connections are secure, the station may have broadcast difficulties. Try a different channel.
2. If you are using the coax cable from the wall, press the “ENTER” button on the middle of the remote. If the
information provided shows that you have SAP selected we will need to change it to STEREO or MONO. To do
this, we will need to press the “MENU” button, and use the RIGHT or LEFT arrow keys to highlight the AUDIO
menu. Next we will need to use the DOWN arrow to select AUDIO SETUP press “ENTER” and then arrow down to
MTS and use the RIGHT arrow to select stereo.
3. If you have a cable box or satellite receiver, please make sure the TV’s volume, as well as the box’s, volume is
turned up sufficiently.
4. The station may have broadcast difficulties. Try another channel.
5. The sound may be muted. Press VOLUME.
6. If you still have problems after following these steps please contact Customer Solutions at 1800-631-3811 Monday

Turning on closed captioning

If you have a cable box or a satellite receiver you will set up closed captioning on it. For most cable boxes you have to turn off the power and immediately press the menu button on the front or them. Then the hidden menu appears if you've pressed the menu button on the cable box itself and not on its remote soon enough. Then you scroll down to closed captioning and enable it. Turn the cable box back on to view your channels with closed captioning.

If you have satellite tv you can press one of the colored buttons on the remote to get to a menu that will allow you to enable closed captioning.

Cannot get closed caption

To view captions or text:
1. Select the desired program. Closed captioned programs are
usually marked in your local TV listing as “CC.”
2. Press CAP/TEXT on the remote repeatedly to select caption or text mode.
3. Press 1/2 on remote to select the caption or text channel.
4. To turn off the closed caption feature, press CAP/TEXT

The subtitles in dubbed videos VCD/DVD the process to follow are :-

The closed caption feature has two options:
• Captions—An on-screen display of the dialogue, narration, and
sound effects of TV programs and videos that are closed
captioned (usually marked as “CC” in TV listings).
• Text—An on-screen display of information not related to the
current program, such as weather or stock data (when provided
by individual stations).
To view captions or text:
1. Tune the TV to the desired program.
2. Press MENU, and then press x or • until the CUSTOM menu
appears.
3. Press z or y to highlight CC.
4. Press x or • to highlight the desired closed caption mode, as
follows:
• To view captions, highlight C1, C2, C3, or C4 (C1 displays
translation of the primary language in your area).
Note: If the program or video you selected is not closed captioned,
no captions will display on the screen.
• To view text, highlight T1, T2, T3, or T4.
Note: If text is not available in your area, a black rectangle may appear on your screen. If this happens, turn the Closed Caption feature OFF.
To turn off the Closed Caption feature:
Highlight OFF in step 4.
Note:
A closed caption signal may not display in the
following situations:
• when a videotape has been dubbed
• when the signal reception is weak
• when the signal reception is nonstandard

The problem was with the Motorfolla Comcast cable box not my T.V. . I turned off my Comcast cable box, pressed menu on the remote to the cable box. This made a 16:9 ratio appear on the cable box's LED read out, and a bluish screen appear on my television. One of the options on my television was to turn on and off closed captioning. Therfore, I turned off closed captioning and the problem was solved.

Big black box on screen

It has something to do with the closed captioning. He must have hit the closed caption button on your remote. You need to either turn the closed caption off or make another selection under closed captioning like cc1 cc2. Just keep making selections until the box goes away.

Black rectangle on t.v. screen

It sounds like you have the Text feature on the closed caption option turned on. your going to most likly need an original remote to turn this feature off as far as i know of. If you do not have an original toshiba remote to turn off the clkosed caption or in some sets you have to go into the menu to turn this feature off, maybe you can borrow one from a friend that has one or you can get one from http://www.remotes.com.
