• Clear Cokies ,Clear History Form Internet Property General Tab
• Restart Computer
• Open Explorer

Still same

• Reinstall or Upgrade Explorer to latest
• Or Install any Other Browser Like Opera/chrome/firefox etc

You need to go on dell support site on another pc and download network and other drivers for this pc. get it here http://support.dell.com/support/topics/global.aspx/support/downloads/en/downloads_splash?c=us&l=en&s=gen&~mode=popup&file=58953
put on a cd of flash drive then install it on dell pc

Have you tried to reinstall the device driver? Then check the network settings and see if the device is loaded. If you still cannot get the device to work, unplug it and restart your computer. Once reloaded replug in your device and system will recognize the device and load the drivers if they are on system already, if not it will ask fir the driver cd to be loaded.
