Using with KX-TA824 business phone system in private home. Each time I turn phone on and recharge, it quickly charges up to 3 bars, but then--after about 1-2 days-- battery runs down and phone turns off and keeps beeping intermittently--5 rapid beeps each time.

The handset cannot communicate with the base. Unplug AC adapter. Disconnect handset battery for 10 seconds. Reseat the battery and then place in base. Replug AC adapter."

It sounds like like the phone's microphone isn't working. That's why the other party can't hear you. Your ear piece is working because you say you can hear the other party.
What makes you believe that the battery isn't charging? Batteries will get warm when they are charged. This is normal. However, you say "hot". How hot is "hot"? Can you keep your hand and fingers on it without discomfort?
I don't believe you can plug the battery in backwards. That would cause the battery to get hot if the + and - were swapped. The battery connector is polarized to prevent that from happening.
There still may be water in the micophone and the phone that you can't see. I would find a way to make sure its really dried out.
The best way would be to take the handset apart but that isn't always easy to do for most people. However it would give you a chance to inspect the microphone.
You might try placing it in front of a hot air register that is putting out warm air from your furnace. Remove the battery & battery cover so that the warm air can get into the inside.
The microphone have have been damaged from the exposure to water.

Start by swapping the batteries between units. If the formerly bad handset charges, it's a battery. If not, look for dirty contacts where the unit sets into the base or the batteries fit into the holder.

A TA-824 comes with 4 manuals. One of them is the Programming Manual (PM) http://www.public.carl.airpost.net/Pana/TA-824/300_TA_PM_07-04.pdf and in it there is a description of how to program the system and set up incoming ringing in system programs 408-410 (pdf page 40)
