It has a picture of a lock on the face where you set the clock and to use it in general , the power went out , and it won't work until i can get it to unlock

Depends on the radio.
General idea is this:
turn radio power off on face of radio. Clock should show.
push button such as SET / CLOCK / TIME
push other button HOUR MIN up down seek scan ff rew (one button will control hour other button will control minute)
turn radio power back on. clock should remain set.
Have you set the clock alot of ovens need the clock set so the oven will work, this is a safety thing so if you set the oven to turn off after 1 hour or at a certain time of day and say the power went out or the gas was turned off and came back on then the oven won't just start up on its own

Control Lock The Control Lock shuts down the control panel pads to prevent unintended use of the oven(s). The Control Lock will remain set after a power failure, if set before the power failure. The only time it is not available is during the Sabbath Mode or Self-Clean cycle. When the control is locked, only the TIMER SET · START, TIMER CANCEL, OVEN LIGHT and CANCEL OFF, UPPER OVEN CANCEL / OFF or LOWER OVEN CANCEL / OFF pads will function. On double oven models, CLOCK SET · START will also function. The Control Lock is preset unlocked, but can be locked. To Lock/Unlock Control: Press and hold CONTROL LOCK for about 3 seconds, until “CONTROL LOCK” and a picture of a lock appear on the display. Repeat to unlock and remove “CONTROL LOCK” from the display.
OK, this is not a good situation here. your Electronic Oven Control board is damaged. the logic sectors are faulty. The F-1 represents a major EOC failuer and, you will need to replace your EOC(clock) asap, if possible.
Hi try unplugging form mains for an hour this will reset any settings back to factory settings let me know what happens after doing this then i can assist you further ok
