When I try to scroll up using the wheel, sometimes it'll scroll down for one tick instead. Happens fairly often. It does not happen in reverse (scrolling down works perfectly). Not sure if this is related to the reported mouse wheel hardware failures or if it's simply a driver issue.
Happens in multiple computers with Windows XP Professional. Not tested in Vista.
Not using the special Intellipoint or whatever software, just the default driver that installs when you plug in the receiver.
I repaired mine following this link, very useful:

You will new a small philips and thors screwdriver plus masking or painter's blue tape.
Good luck!! :)

Try this link, may help:

SOURCE: Scroll Button does not work
Take the mouse off of the computer. Turn it upside down on a piece of clean printer paper, so that the scroll ball is touching the paper. Roll it around briskly on the paper. This will help clean off the scroll ball.

Call Microsoft at 800-360-7561 and they will replace it. All you will have to give them is the PIN number located under the battery's. You will not even have to return the original Arc mouse. Must be a big problem for them

Try switching ports and check. Try using it on another computer and check if it works or not. If it still does not then replace it
