For the record, before I updated to Windows 8.1 I never had this problem. However, ever since I did, I have been unable to change my icon or lock screen without having an error message, "Remote Procedure Call has failed", pop up. I have restarted my computer many times and looked on countless forums to no avail. I am the administrator/only user account on this laptop. Additionally, whenever I click on "Change PC Settings", nothing happens. Same goes for the "Change User Icon" on the start menu. I am able to change my desktop wallpaper and screensaver just fine.

once windows is installed, the 1st user chooses their name, and is stuck with that name, when the name is changed, that will still be the admin name. so this cannot be fixed without wiping windows.

Try using your System Restore Point. Click Start, Control Panel, Performance and Maintenance, Sytem. On the Left Corner, you can see a System Resore, Click it. Now choose the option Restore my computer on an earlier time then Click Next. You can see a calendar, choose a date where you know when your computer works well. Click Next until it reboots your computer.

When you clicked switch user Vista should display a list of all the accounts that are on the PC if possible click the switch user button again and see if you have the ability to enter the username for your account, unfortunately unless you're missing something with the process and somehow forgot the password, there is no way to recover the admin password, one other thing to try would be booting into safemode and seeing if you can login with your account.

well you restored a part of windows, not all. So you dont have a full bakup. You need to reinstall windows, with a original Windows CD.
In my opinion for backup I use a HD image with Norton Ghost, I have the PC working again in 5 min
