My intertherm e3eb-015h electric furnace will not do a thing even temp.on thermostatdont show up breakers are on still nothing

Check to see if the fuse is blown. If it apprears to be blown, replace it. It is inexpeisive and simple. If you locate the fuse, you will be abel to determin if it is blowin becuase you will be erruption or a burnt mark in the fuse wires.

I jumped the rc and rh wires in the therostat box and now have fan only when selected.

It sounds to me like you have a transformer that is going to need replaced before too long.It is normal for a transformer to make a low humminig/buzzing sound that you describe but as they get older sometimes they get quite loud.The good thing is they are not hard to replace nor are they very expensive.
I have seen them just be loose on their mounting screws and you might get by just tracing the sound down and tightening the screws. Thank you and good luck.

if it tries when you spin it even if does not come up full either the motor has problems or less likely the voltage to it is down some.

suspect the motor itself.
