More than likely your carburetor has trash and stopped up and needs to be removed and cleaned. The reason it's doing that is because when you crank it the trash in the bottom of the bowl on your carburetor is shaken up and causes the obstruction and blocks the gas from going into the intake where it mixes with air and allowed to be sucked into the cylinders and ignited by the spark plugs. This is most likely a ground problem. Remove the ground wire where it goes to the battery terminal and make sure it is clean. Then remove where it bolts to the frame and make sure that end makes contact with bare metal.

I would bet that the throttle shaft is worn and has a lot of play in it on the carburator. This is very common. The best bet is to have the carburator worked on by a small engine repair shop, or get a replacement one.
