what dvd, store bought real DVD or home made?
turn up the volumn?
with internal speakers?
or earbugs, 3.5mm jack
head phones with 3.5mm jack

get external speakers with amp, will be best. for ROOM sound.
Can this system be enabled/adjusted by a wireless remote? If so someone else in the house might be using a tv/stereo remote on the same frequency. Possibly even your neighbor's garage door opener.
Make sure the button either on the remote is not depressed all the time or on the front of the television!! This will be the main reason that the volume is going to MAX all the time. Usually if you press any button on the tv or remote and hold it down such as you mentioned, it will lockup the microprocessor to that function specificly and it won't take anyother instructions until you unstick the button or get it to stop going all the way UP!

If you do not get result you can purchase one video rf converter.
Rf converter contains one video input in yellow colour and two audio in red and white colour and one cable connector as outout.
Connect dvd output to this converter and tune the program in which place you receive dvd signal.
