Tv will not turn on. Yellow light blinks 3 times, off for a second or two, blinks 3 times, etc.
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. This is late, but maybe someone else can use this info. It is common for this component, "STR-Z2589", on the power supply to short out.
It is a pretty big part mounted on a heat sink with two screws. If it is shorted, the fuse right by it will be blown as well.
If you can solder, you can get this part on ebay for about $15-$20. Search for STR-Z2589 & STRZ2589 (some sellers leave the hyphen out).

"The problem is with the signal board. Basically, it is not allowing the power signal to go from the on button from the set or the remote to the TV. I am having the exact same problem with my 42" LCD Regza. Currently, if you are under warranty, Toshiba does not have these in stock. They will not have them available to send until early January. My TV has been at the repair shop since December 4th. I am very upset as I won't be able to watch the bowl games in HD. If your set is still under warranty then call Toshiba help line at 800-575-5469. You will need the model number of yout TV that is listed on the front of the owner's manual. They are:

42HL67
The first number will be the giveaway as to which model you have. It is the size of your set. They will ask you to try a hard reset. (Hold pwer button down for 5 seconds until you see the yellow light go solid and go off.) This will most likely not work. If it does, you are lucky. I found that if you unplug the TV for an extened period of time, ie overnight, ity may come back on. It will eventually give out completely though. Better to get the problem addressed with the manufacturer. If you are not under warranty then I do not know what to tell you. Right now I am searching the internet to see if I can find this part to maybe purchase myself. Only if it is not too costly. If I find anything I will post here for all. try resting your tv. power off it press and hold av select botton and then power on your tv wait few minutes and it will rest your tv.... if not used the same wy holding menu botton instead.
I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.
