I have a whirlpool electric (energy Smart) 80 gallon hot water heater with a life time warranty that covers all parts but NOT labor. It is not heating. It has power to the smart brain on top of the heater because the green light is light. You can hear it clicking on and off. I put a voltage meter on it and it reads .1 volt and then it kicks on and the voltage goes to 24 volts for one second and then cuts back off showing .1 volt. The green light on top does not blink and never goes out so the heater has enough voltage and never loses total power to keep the green light all the time. The model # is EE3Z80HD055V Can you tell me what part needs to be replaced?

Initially I would guess the temperature sensor is bad.
However indicator light would flash 3 times.
And since both elements have a temperature sensor, it's unlikely that both would go bad at same time.
That suggests the Self-diagnostic Control Box located on top of heater is defective.
Turn off power at the circuit breaker and see if unit resets correctly.
Manual shows 1-877-817-6750 number for Whirlpool parts and warranty.
Your unit is still under warranty, so control box and other parts should be free.
Keep in mind this water heater requires 10 gauge wire and 30 amp breaker.
If you are running smaller wire or smaller breaker, that could affect long term operation of electronics.
I guess this requirement is so voltage drop from element turning ON doesn't starve electronics in control box
On the control panel, the Red and Black wires connect to 240V from circuit breaker.
Wires appear to pull out of socket using needle nose pliers. It will be important to keep wires in same order.
Take photo of your wiring before disconnecting anything.
To order parts, you must give serial number located on label on side of tank.
Serial number will identify your specific heater to person answering phone at Whirlpool.
Installation part should come with instructions, but ask the person at Whirlpool what steps they took during training. Whirlpool rep might have helpful tip they learned during training.

1) Make sure access doors and insulation are installed.
2) Check elements for resistance of 5-25 ohms (if element has a short in center of element, it might not trip breaker)

The coil inside the heater could have stopped functioning or there may not be power to the heater. Check your fuse panel first and make sure nothing is off. You can also check with a volt meter, if you know how, at the connection inside the panel on the heater. If you are getting power to the heater, then you should replace the coil. It can be purchased at an appliance store such as pc richards, etc.

First of all, the water heater is always full of water.
When you turn on hot water tap, hot leaves top of tank, and new cold water immediately enters bottom of tank through the dip tube. The tank never has air pockets as these would damage tank as explosive steam would fill that pocket ... remember they used to run locomotives with steam power.
So the tank is always full of water, and you know that since no air comes out of the hot water faucet.

You did not say if this is new heater, or if heater was working correctly and stopped functioning.
What you describe does not sound normal.
I suggest calling Whirlpool at 1-877-817-6750.
You need to have serial number and model number from label on side of tank so product can be fully identified by Whirlpool.
If control board is bad, they will know and will sell you new board.
Installation is easy, and wires are color coded.
Replacement comes with instructions.

The water heater label also shows element wattage, brand, voltage, serial number, and type of operation.
For example 5500W elements, non-simultaneous, 240V are typical ratings found on water heater.
5500 Watt would be replacement element size.
Non-simultaneous would indicate that both upper and lower element are not turned ON at same time.
240Volt is typical voltage for water heaters.
Serial number carries date-of-manufacture, based on brand.
