Unplug it. Carefully take off the grill and use a vacuum and/ or a damp cloth to clean the blades etc. Do not soak with water. Just a DAMP cloth on the blades only!!!!

The area you have highlighted is the CHASSIS FAN and is almost completely blocked by dust. Looking at the other photos, the entire inside of the pc is very dusty. Use dry, compressed air, MUST BE DRY AIR as any moisture in the compressed air may damage critical components. You need to blow the dust out of the cooling fan as well as the entire inside of the pc. Blow dust out of any other cooling fans you see around the same area as well as the fan in the power supply. Don't be afraid to use a lot of air to clean the inside but be very careful not to introduce moisture. When you are finished, there should not be any dust left in the machine. If there is dust or dirt that will not blow out, it has been hardened by humidity in the area where the pc is kept. If you keep it on the floor under a desk or in a similar area, make sure to raise it at leas a foot off the floor and clean it at least every 2 months. Hope this helps!

Make sure there is no lint or dust in the fan motor located on the lower back of the fridge. If you clean the fan of lint and dust it should help evaporate water in drain pan.
