this watch has a very bright led display, if the numbers were to stay on for too long the battery would go dead very quickly. this is a design specification

Probably a low battery.The charge drops at low temp and on a marginal battery will just be enough to stop it.Use a good jewellers to change the battery and if the watch is waterproof and you want it to stay so tell the jeweller.
The thermo function will show your body temperature while you wear the watch. For ambient air temperature, remove the watch and let it settle to ambient temp for about 15 minutes. Then it will read correct air temperature.
Called Citizen Customer Service and was told that there is no way to change it. These watches come set with metric or imperial scales from the factory and cannot be changed.
