Most likely is is a stuck float or float switch. Next most likely possibility is a loose or broken wire going to the water fill valve. For some reason, mice seem to be attracted to this wire (usually 2 thin brown wires) - check for mouse droppings and look for chewed-through wires. Finally, if everything else seems okay, it is probably a bad water fill valve.

There is a solenoid that keeps the water in the washer. It is either faulty or there is something preventing it from closing completely. If there is no power applied to the washer, does it then hold water?
