It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
There are circuit diagrams [schematics] to some model power supply boards to Samsung. BN***** Series SMPS. Check it, and try to repair if you're sound in electronics, and has previous work experience in repairing the SMPS power supplies.

Could be either a function board or smps. Does it come on long enough for you to see a source, or just attempt to come on and power back off repeatedly?

Either a bad smps or main pcb. Is it a slow flash or only flashing when remote is pressed.

I have esperiences with samsung flat TV's. That problem mostly from capasitor on SMPS board.
open rear cover, than check on PCB power board (SMPS). There are capasitors which almost exploded. Changes with same type but increase the voltage. ( 1000uF/16V change to 1000uF/25V).

the power supply board is the fault!stop work the tv before ruin the main board!try a good technician to change the 1000mf 10v caps in the secondary smps and check all the others!check for cold soldering joints will be good!

please check the capacitor of smps circuit, if the tv is in warrenty do not touch any thing call the service person to see the problem

On this type of problem, the first thing I check is the AC line fuse on the power supply. Follow the Ac plug wire to the power supply board and where it plugs in, you will find the fuse. If: Then: It checks bad. Replace it. It goes out again. Call a Servicer. It is good. Check for the five volts that goes to the Main PCB.
