Scooter does not start. Battery is fully charged, lights & horn work. Flash codes - initially 3 flashes-pause-5 flashes for a couple cycles, then 3 flashes-pause-1 flash continues repeatedly. Freewheel lever is down - I have moved it up and down several times with the key removed. I also disconnected and reconnected all plugs: motor harness, battery harnesses and front-to-rear cable. Any suggestions? Thank you.

Hi. The batteries for these things seem to go bad rather quickly when they are not used, but here is something to try..... So called "smart chargers" are what everything is going to. They analyze the condition of the battery and if everything is good, charge it. If everything is not good, according to the parameters of that charger, they don't. My suggestion is to take the battery out of the unit and try an old-fashioned analog battery charger for a little while, set to the proper voltage for the battery, of course, and monitored closely to measure the effects. If the batteries seem to take a charge, put them back in and run it a bit, then try the on-board charger again, just don't wait until the batteries are completely drained this time.
Testimonial: "thanks for response. i told him even new batteries should be charged before use."

You can try to do this with the cover off, just in case it is not seated properly and holding the lever from fully engaging. The actual swithc is a small microswitch down at the brake, and it can get dirt in it and that will stop it from working, or it may even fail, and need to be replaced. So I would:
1) try it woth the shroud off the motor using.
2) look for dirt around the switch.
3) take a paperclip and jump the scooter side of the switch to bypass the microswitch on the scooter, be careful not to short the jumper to the scooter frame.
Let me know how you make out.
