Steering wheel wont move right or left engine wont move don't want to force it

inboard or outboard motor ??
unbolt the steering cable from the steering point of the engine or leg unit , then try turning the wheel and if it moves then try moving the engine or leg unit and see if it moves !?

What would cause me to not be able to get the ignition key to turn?

If you mean the key won't turn at all when you put it in your ignition your steering wheel may be locked, Where you can only wiggle the steering wheel back and forth about an inch. If it is just move the steering wheel to the center of that movement. So if you can't turn the wheel left but it moves to the right about an inch then move it right about half an inch so its not maxed out in either direction

Play in stering linkage

The most common of all problems in a steering system is excessive steering wheel play. Steering wheel play is normally caused by worn ball sockets, worn idler arm, or too much clearance in the steering gearbox. Typically, you shou Id not be able to turn the steering wheel more than 1 1/ 2 inches without causing the front wheels to move. If the steering wheel rotates excessively, a serious steering problem exists.

An effective way to check for play in the steering linkage or rack-and-pinion mechanism is by the dry-park test. With the full weight of the vehicle on the front wheels, have someone move the steering wheel from side to side while you examine the steering system for looseness. Start your inspection at the steering column shaft and work your way to the tie-rod ends. Ensure that the movement of one component causes an equal amount of movement of the adjoining component.

Watch for ball studs that wiggle in their sockets. With a rack-and-pinion steering system, squeeze the rubber boots and feel the inner tie rod to detect wear. If the tie rod moves sideways in relation to the rack, the socket is worn and should be replaced.

Another way of inspecting the steering system involves moving the steering components and front wheel BY HAND. With the steering wheel locked, raise the vehicle and place it on jack stands. Then force the front wheels right and left while checking for component looseness.

I was mowing and all of a sudden it stopped steering. The front left wheel moves when I move the steering wheel. The front right doesn't. I can move the front right without moving the steering...

Sounds like the tie rod has came loose or broke, look for a rod that connects the working wheel to the steering and then compare it to the non working side and you will be able to see what is missing

How do I align the steering after I replace the steering gear box so I have equal rotations on the steering wheel from left to right on a 1992 chevy astro van?

with the front of the vehicle raised in the air (with jack stands underneath), turn your steering wheel lock to lock, counting how many times the steering wheel does one complete rotation..........halve this number and rotate the steering wheel the opposite way...this will be the approximate middle of the steering rack movement

One important ppoint to note that not all items are built exactly, so you will require a wheel alignment after any change in steering or suspension components to be sure that everything is running true and correct

check your key see if its not damaged ok also press the break move the steering wheel slowly and move the key as you are moveing the steering wheel

Power steering drifts over uneven pavement

Lift the front of the pickup and try to shake the wheel. If it moves then a part (a bearing, a bolt or a pivot) of the front suspension is loose or worn out. 
If you can't feel it moving tell to another person to move the steering wheel while you hold the wheel. If the movement isn't exact and immediate the problem is in the steering box. For this specific tools are required - it's better to take it to a repair shop, you definitely wouldn't want to gamble with your safety

The key will turn far enough to start the accessories but will not move far enough to turn the engine on.

try turning steering wheel a bit, or move shifter up past park. Otherwise ignition may have a broken or stuck pin and will need to be replaced.
