The power supply is at fault. Pull this board out. Find transformer (location) T701. On this transformer there is a pin. The location of this pin is EL41. With a small sharp screwdriver, scratch the area around pin EL41. Now, with a hot soldering iron, resolder this. There are no capacitors to replace. You have returned your TV to a good working unit. Your problem is a combination of calibration of your TV and signal strength of your Dish system. Proper color calibration will remove the motion blur and SD issues in the average home. If you continue to have poor quality on your dish system after calibration, then Dish needs to check your signal strengths again. (AND fix it.)

These had issues with the power supply. Capacitors will "vent" causing voltages to run low.

Hi:
The IR remote sensor in side of the television need replacing, this is the sensor that receives the commands from the remote and relays them to the microprocessor of the TV. Have the remote sensor replaced.
