If the belt is shiny on the sides and slipping replace it, belts need to be tensioned during regular maintenance before they slip.

This is because the gas is not flowing easily through the carburetor. This is usually due to some old gas gumming things up. First, replace the gas filter (if there is one). If that doesn't fix it, it usually works to drain the gas (discard it if it's more than a few weeks old). Then take a little fresh gas mixed with a little carb cleaner (about 2 parts gas to 1 part carb cleaner - about 1/4 cup total). Run the engine on that. If it doesn't improve, repeat up to 3 times. If that still doesn't fix it, you will have to clean out the gas tank, the fuel line, the bowl on the carburetor, and the needle valve that is operated by the float in the bowel. Clean all this and reassemble.
