That blinking cursor is the way in which the BIOS is telling you that Windows is missing - its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd or your own Windows install disk and an external cd unit.

If you see the system screen and the cursor, the monitor is fine. You likely either have had your operating system corrupted (I dont know if your EEE PC has Windows 7 or a Linux distribution) or it's possible your hard drive died....but i would try the OS first.
NOTE....do you have a backup of the data??? because reinstalling your operating system will format and erase your data. So if you dont have a backup, you may want to take out the hard drive and plug it into another machine and see if you can make a backup copy of the data first
After that, you choose to boot from your Operating System Disk (Windows 7 disk) follow the prompts to format and reinstall your Windows.
