Apparently, West Bend Co., which used to manufacture the Lektro / Miracle Maid electric skillets, no longer makes electic skillets using those brand names.
Any kind of iron implement is at risk of rusting over time, especially if it is exposed to moisture. In the case of cast iron cookware it is possible it was not seasoned properly when it was new, was stored in a damp area, soaked in water, or it was washed with soap which is not recommended since it will remove the oil coating protecting the skillet. The good news is rust can be cleaned off. After cleaning the rust though, the pan should be seasoned to prevent this from happening again.
Try oven cleaner or paint remover. Note that if you use paint remover it will damage the handle or any paint that may be on the metal. Most skillet handles are easily removed with a single screw. If you DO use paint remover or oven cleaner, MAKE CERTAIN that you clean the skillet well before cooking in it. Wash it several times, then put it through the dishwasher a couple more times. You don't want to ingest any of that stuff. You might also be able to get it clean using lacquer thinner and steel wool, but do that outside. The fumes are extremely flammable as well as a health hazard.
