Horn relay is under the hood in the electric center , first check fuse behind left foot kick panel then the relay and last the switch in steering column
Either the battery is on its way out and is not holding a charge or the battery cable terminals are not clean, not tight or are corroded causing a bad connection. This is the best case scenario, worst case would be the starter itself.
the starter is eazyist to get to be removing the driver's side front tire so u can access the wireing, the rest will be doen from under the van a hoist is perferable but it can be doen in your drive way with the factory jack
