How to replace Transfer Roller on hp 3030 - HP LaserJet 3030 All-In-One Printer

there may be a problem with the toner cartridge try swapping out with a replacement- there also may be a problem with the image transfer roller (may not be fitted correctly ) which if not seated properly can cause this issue.
if the toner/ transfer rollers have been omitted then the HVT PWB is the fault

Replace transfer roller & check..As well as check teflon sleeve surface for any toner particles deposited on it..

The paper pickup roller in the Feeder is bad and needs replacement. But still if you want to use it for some time then you can clean the roller with some cleaning liquid like a glass cleaner, even indl. alcohol also. But remember that the liquid should not be applied directly to the roller. Always use a clean cloth for this. And do not take much quantity so it should drip inside. Try to clean well by rotating the roller slowly.

If the fuser heater were defective, you would probably get an error message related to fuser temperature. It may be that there is some residual toner stuck on the fuser roller and it causes the paper to jam. It may also be the other roller in the fuser that is worn. Don't worry too much about resistances; they are relative.

Buy a new fuser, the teflon on the fuser roller is missing though it came out

Remove and replace the side covers again. One of them (I think right) has a tab that pushes an interconnect lever that if not reinstalled correctly or carefully will cause this error.

this is the problem of the fuser assembly, pressure roller part must be gone over their and also chance of tefflon sleve might be gone check and replace the part, the printer will work fine

fuser roller is part of fuser assimble so you need to do is removed first fuser assy set aside and replaced the roller..tnx

try to check the delivery roller there's a small roller will lost.
