On most modern systems you access the BIOS by pressing either the "F2" key or the "DEL" key when the system is starting up.

get an ISO copy of windows 7 from microsoft.. you're going to need an ISO Burner: http://download.cnet.com/Active-ISO-Burner/3001-2646_4-10602452.html?hlndr=1

now you can burn it on DVD-R or Flash Drive and use the disc to install 7.

You have to Reformat your Drive and Install Windows 7, if you do not have the Windows 7 Disk, then you are going to have to use an external drive and I am afraid that you are probably better off having a local computer geek (or high school student) install the program for you. There is also a possiblity of a Propriertary Problem you will encounter...

Try enabling Webcam in the BIOS. Windows comes with a default webcam that should work.
To enter BIOS, hit F2 or Delete as the computer is booting up.
