It is the direct access button, it (originally) is to run Dell utilities installed on the system. Generally it is ignored by most users. In theory it can be reprogrammed in Control Panel, Keyboard Properties, Direct Access Tab

Has this laptop ever been hooked up with an external monitor or projector?
Try pressing the blue "Fn" key at the bottom left and the F8 key at the top of the keyboard. F8 should be labeled "CRT/LCD" or just have a little icon for a monitor.
