I bought a second hand Juki industrial machine , model DDL 5550-7, but struggle to get the tension of the stitches right. where do you set the lower stitches tension

The 'shank' on your zipper foot is too long and is holding your upper tension open. When I get a rogue foot like this, I set my old foot and my new foot, side by side on a flat surface and measure the height from the surface to the bottom of the hole where the foot is screwed onto the presser bar. When I see how much difference there is, I mark it and take my Dremel and cut the hole lower on the new foot. This will usually fix the problem. The only other thing you can do is to adjust the height of your presser bar to accommodate the zipper foot but now it won't fit your regular foot so you have a new problem. :)

A little more information please. I have this model, and it only does a straight stitch and reverse.
Have you turned it on and tried sewing on it? Is the oil pan dry? Has it been serviced at all, or maintained?
We can't help you without more info.

check the tension of the belt.

First thing to check is if you've got the right needle system: http://partsbooks.sewingmachine.com/Instructions/Juki/Industrial/DDL-5550%20&%205530%20Instruction%20Manual.pdf and that the needle is correctly oriented... the scarf has to be precisely set.
The next things I'd check are the stitch cycle -- hand crank the machine through the normal stitch cycle and see what's hitting. Then fix that. I've got my suspicions this may be a needle bar height adjustment. Don't thread up for this test... misthreading can also cause the needle to hit something and break, so start with the fewest possible variables first.
