About "Charging circuit laptop" I guess you mean plugging in the AC adapter and laptop not charging battery or even not powering laptop.
If so I could be a bad charger or a bad jack or something more severe in the motherboard.

Battery replaced a year ago won't charge

I would think the chances are that the new battery is ok. The power adapter should be fine since you operate your laptop from it... It is possible the charging circuit on the motherboard could be damaged.

It would be nice if charging were a simple operation, but a lot of electronics are involved inside the laptop to charge a lithium battery properly. I think the chances are the charging battery circuit in the laptop may be damaged is my guess. Take it in to a shop.

Fujitsu n3410 wont charge

Unfortuneately that leaves the charging circuits on the motherboard that must be faulty, "this is so rare I have seen only one in all my years of service". But I think it is a good idea to have the charge circuits tested to be sure.

Battery is not charging with new adapter

Clean battery terminals with a stiff toothbrush, plus the new battery. If no change! charge circuits need to be checked for output voltage, if okay! new battery is defective, If no! the charge circuits in the motherboard are the issue "very rare"

My charging circuit was not functional when I bought my computer from a store. The computer is used how do I fix the circuit?

If the AC power cord is the problem. you can just buy that from any computer store but if the problem is inside of the laptops charging circuit it the mainboard of the laptop needs to replaced. you can call HP for parts replacements.thanks

I replaced motherboard on nc6400 new battery new charger but still not charging what can be the reason???? the laptop work on AC power Work on the new battery i charged it on other computer????

Because of BIOS. Basic Input/Output System.
Battery has 'lost track', of what the battery state of charge is.

Try Recalibrate BIOS

Hi,

If possible could you check output voltage of the charger with a multimeter? If you can get output voltage, then might be something wrong with laptop battery charging circuit. Contact Laptop Repairing Engineer.

My Dell latitude d610 charging circuit not working on board

What needs to be done is the jack that your adaptor plugs into has solder points underneath it. All the solder points need to be resoldered to make sure that there are no cracks in the solder that are preventing the jack from charging your battery.

After this is done if the laptop still isn't charging then if you know for sure your using the correct ac adaptor with your laptop then at that point the moterboard would have to be replaced.
