The cooling fans run when the ac is on and not when engine is up to temp
The air con fan comes on with the air con switch. the engine cooling fan comes on when the engine temp. censer reaches operation temp. most times the air through the radiator when driving is enough to keep the censer cool and the fan not working if you stop at lights for any length of time it will come on.

The water temp sensor is located near the thermostat housing. This sensor is what tells the ECM to turn the fan on/off. The water temp sending unit is located near the same area. You know you have the correct sensor is because the water temp sensor has a 2 prong plug. The water temp sending unit only has 1 prong.

The image isn't loading, so I can't tell if this has been 100% answered, but here's the text version:
Should be a fuse panel under the hood, passenger side near the coolant tank and radiator inlet. In that panel should be 2 large square fuses. These are fuse/relay combo deals. Switching these out should fix you right up. Mine had the same problem about a month ago and I had to replace them then.

its not an actual relay is like a relay assembly
Constant Control Relay Module (CCRM)
The Constant Control Relay Module is located at the LH front of the engine.

I thought they where either on the side of the core support(follow the wire harness and it should go to the relay). If not remove the fuse box lid and then take out the screws retaining the lid housing and you will find a series of relays. There will be one for high speed (engine uses this when temp. is to high) the other is a low speed relay(this is the climate control aux. fan relay) They may have fuses on top of them I know the older models did. I hope I have been helpful.
