Sounds like your trying to create a new account rather than login with an existing Apple ID? If you look in the iCloud settings do both devices have the same account there? If not log out of icloud on the one which has the incorrect account and login with the email and password used for icloud on the device configured correctly.

I would try to login to on apple's site first to remember I'd and password or passcode

Also you can reset it a few ways.
Have you synced it with a computer andnitunes which would allow you to back it up

If it white screen you are screwed if you do not no the Apple ID

if you can access the screen you can google check Apple ID then type the serial number to heck if it iCloud lock you can find serial number or imei number back of the iPad or in sim try if it's 3G iPad then type in and see if the iCloud is locked or not if it's not you can restore Ipad by iTunes on your computer turning the iPad off by pressing holding the power button and in-certain the charge till iTunes logo pop up on your iPad and then on your computer then restore the iPad

Recover or Reset Forgotten Apple ID or Password on iPhone & iPad

This is all done on an iOS device and is often the simplest way to log back into an Apple account:

Firstly, don't post your email addresses publicly. People don't need your email addresses in order to provide you with advice.

As you have stated, you cannot reset your password and have tried your alternate email address already. This is possibly not an issue that you can fix yourself, so you will need to contact Apple and speak with customer support.

Gmail and Apple IDs are completely separate. You must have a valid account in order to login to either account. Be sure to check your credentials by trying to login online on their respective home pages. www.icloud.com for your apple ID and https://mail.google.com for your gmail account. If what you are typing in does not work online then you will have to recover your password by selecting "forgot my username/password"

Point your web browser at http://www.gmail.com

If another account comes up, sign out of it by clicking the avatar in the upper-right then clicking "Sign out."

If you then still can't sign in to your account, click the "Need help?" link on the sign-in page.

Unfortunately, you will need to get to a laptop or tower PC or Mac, in order to reset your password, migrate to apple.com try to login, there should be a forgot password link just below the login entry points. The Mobile version of Apples website malfunctions when attempting to reset a password, this is why you need to go through a laptop or tower to have a successful password reset.

Maybe, try setting-up a second Gmail account, then send transfer) your emails from the old username account to the new username account. If this works, then either try deleting the messages from the old gmail account and transfer the messages from the new gmail account back to the original gmail account ... or ... just delete the old gmail account if you successfully transferred them to the new gmail account.
