SOURCE: Craftsman trimmer won't prime
A new carburetor would be simplest solution. You could try disassembling the carb, cleaning and replacing diaphrams, but just replacing the carb would be my choice. What is the model # on the trimmer and I can tell you the part # of the carb you need.

Chances are the primer bulb is hooked up backwards, I did that once, made me feel pretty foolish.

Could be a few things: Got enough petrol? The petrol MUST be above the filter in the tank. You need about 3/4 " of petrol. Or the filter could be blocked. To check, disconnect the fuel line at the back of the primer bulb, and see if the fuel flows freely. But first make sure that you have something to catch the fuel. AND NO SMOKING!!! Or the bulb might be perished, and letting in air. In this case, disconnect the two fuel lines, taking note of which one went where, pull the little lugs on the side of the bulb holder so that the bulb comes out, and simply reverse all that with the new bulb.
