If it's the one that comes 'out' of the primer bulb it is the return line that goes in the fuel tank.

From your Description and Depending on the OEM (Zama or Walbro) of the Carburetor it Sounds like a Bad Fuel Filter or the Primer Check Valve has Stuck and the Carburetor Requires Soaking and Cleaning.
>>You can View a Breakdown/IPL of the Mower at this Site Addy, http://www.poulanpro.com/poulanpro/indexAction.do?id=default and Select Order Parts and Accessories. On this Page Select Illustrated Parts List from the Menu on the Left. Now Select the Manufacturer (Poulan/Weed Eater) and Enter the Model Numbers in the Boxes at the Lower Left of the Page.
I Require the OEM (Walbro, Zama, ect) and the Model Numbers Off the Carburetor. With these I can Locate a Breakdown of the Carburetor and Better Assist you.
Please, Do Not Hesitate, If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance.
Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Be Happy. Thanks.

The longest, and sometimes smaller in diameter of the two fuel lines, goes from
the carburetor to the bottom of the tank. Leave enough slack in this
line so that the filter that attaches to the end will rest comfortably at the bottom of the tank.
The other fuel line goes from the primer bulb to just inside the tank, (about an inch). make sure that you get the right size fuel lines. The plastic coupling goes on the end of this line, inside the tank. This keeps the line from pulling out of the tank.
(HINT): When feeding the lines through the tank holes, cut the lines at an angle. They will feed much easier into the holes. You can than cut them off square, once you know that you have enough to work with.
If you need further assistance, just let me know.

You may have a clogged in tank fuel filter, lines in the tank broken off of the fuel filter and line fragments clogging the fuel lines. . Fuel lines get flaky when they deteriorate. Your primer bulb may be leaking also. The check valves in the carburetor control the flow of fuel in and out of the primer bulb. The carb may need cleaning. In other words, a complete fuel system assembly inspection will be needed. If the bulb is on the carb, the check valves in the base assembly below it may be sticking. Remove bulb and spray in there with WD-40 to free frozen or sticking check valves. The valves are very small and malfunction occasionally
Start your inspection at the fuel tank and work your way to the carb. Pull the cover off the carb on the end opposite the end with the vent hole in the cover. You will be pulling off the fuel pump cover. Inside the carb body you will find a very small round fine mesh screen. Clean it well with carb cleaner and when you reassemble, spray some WD-40 in that area too.
