You may not find replacement batteries for the CP120XB as I would have expected B&D expected the battery life to be as much as the power2go. You dispose off once the thing fails to keep charge.

There is a phone number in the manual that you can call to enquire about the batteries. It has to be some sort of NIMH 1.2AmpH battery.
I am assuming even if you find a suitable battery the cost will be more than buying a new unit. (if you can find one).

it is probably the brushes on the motors are wore out or stuck and not making contact. pretty much junk unless you feel confident enough to attempt repair.

How do you know when a black and decker battery's life is over

Normally when it will no longer hold a charge, that is, no matter how long you charge it, the battery goes flat very quickly. This happens sooner with Ni-Cad batteries than with Li-Ion.

Black and decker older batteries don't keep a charge. Very poor quality. You can't get them to work any better than they do. You need to replace will the new ones they sell, made better. But cheaper to buy new tool with batteries included.
