Hi, is the sim card your using a 3G and not 2G, this will stop it activating. Have you tried doing a full reset of the phone in SETTINGS> GENERAL> and then at the very bottom you see RESET choose RESET ALL SETTINGS, Make sure your contacts are backed up 1st... Let me know.. Mark

Use iTunes to restore your iOS device to factory settings

just get any ATT SIM and insert into device and restore device, that will resolve your issue. then after its activated just remove the SIM card.
