There are a few potential solutions you should try to fix the suction of your bissell vacuum. The first thing you should check is the height of your brush-roll. Your height setting may be too high for the type of floor you are vacuuming. Raise or lower your brush-roll depending on if you are vacuuming on carpet, tile, or wood surfaces.The second thing you should check is the vacuum bag. If it is full your vacuum can lose suction. This is simply remedied by replacing it with a new and clean bag. The third reason for a loss of suction is your hose is clogged. Check the hose for debris or foreign objects that may be obstructing the flow of air in the vacuum. The last potential reason for your vacuum losing suction could be the brush-roll itself. If it is clogged with dirt and hair it may not be spinning and not picking anything up. Check to see the condition of your brush-roll. If it is clogged remove the debris.

You may have a clog in the hose. Unhook the hose and see how the suction is there, if ok, then check the dirt inlet by the brush roll. If suction is low at the hose, then there is a clog in it.

on the top of your tank you have a divertor, did you switch this to the floor setting?

You need to check that the motor drive belt is OK and turning freely to drive the water pump - under the flap on the right side at the front as you look at the front of the Bissell. If this is OK have you filled the cleaning bottle with fluid etc? If so you may have an airlock in the pipe from the bottle to the motor. You can also have a blockage from the pump to the dispenser nozzles and can test this by taking off the top cover and taking the plastic tubes off them to see if water comes out of the tube. You can also do the same for the tube from the tank to the pump to see if water is getting to the pump OK. Also make sure that the mix valve setting (on the left side - looking from the front) is not turned to the off position. This could also be blocked and need cleaning or replacing.
