My John deere d140 lawn tractor runs fine and the pto engages fine but it will not move when I step on the pedal. Why doesn't the transmission engage?
There's a transmission disengagement lever at the rear of the tractor over the axle. This lever is pulled out to disengage the transmission in order to move/tow the tractor if the engine isn't running. If the lever has been pulled out, the hydrostatic transmission will not operate. Locate the lever and try to push it in. If the lever is pushed in, the transmission is now engaged, and the foot pedals should activate the transmission forward and reverse.
The drive belt may be broken, or it may have slipped off a pulley.

The PTO usually has a clutch that has to be engaged so that you can select the PTO rotation setting. I had a problem like that on my tractor and all it needed was a little adjustment on the PTO clutch lever, so it could disengage the PTO gearbox properly.

The electro-magnetic coil side of your PTO is shorted out.On the 318 it is very easy to replace, just under front screen.

My John Deere did the same thing. Turned out to be the emergency brake sensor.

Park brake switch is the most likely culprit, any other would cause the tractor to not turn over in the crank position.
