I have unscrewed/pulled it all apart, cleaned thoroughly (incase of dust build up), put back together & still the mobile at the top won't spin (music & light do work tho)

SOURCE: No instructions for Fisher Price bouncer
If I am right, it should be this one.

If it is the Deluxe model, you can also find this on the website.

There are several different ways to set this sytem up, all based on your baby's needs and your preference. If the instructions aren't available for safe assembly, you should contact the manufacturer and request a copy.
The velcro straps on the mat fit into the plastic brackets or around the tubes. This allows the option of having a play mat for tummy time or a tunnel for the crawler. The accessories attach to the tube wherever you prefer. Eventually, baby will detach the hanging do-dads and perhaps reattach them in various locations.
This is a great play item for a baby, but NEVER leave the baby unsupervised while using this toy.
SOURCE: how do you connect a ac adapter to the fisher
Hi, the AC adapter connects through a wire that hangs out of one of the legs. You can see the complete instructions, including a diagram, in the owner's manual, which you can download from Fisher Price:

Scroll down to the bottom of the page and click on Instruction Manual, and the download link will appear. (If the link doesn't appear, try loading the page in Firefox rather than Internet Explorer.)

Hi,
Hi, the lights and music work on this mobile on the base part (the part attached to the cot) however the mobile part up the top which is meant to spin with the leaves going up and down doesn't move at all. I have pulled it apart completely but cannot work out how to get it working again. Unlike other mobiles there is no metal rod going up the arm piece
I have found it common with other mobiles that the metal rod going up the arm piece sometimes comes out from where it sits at either end, resulting in the top part not moving, but in this case there is no metal rod.
