sounds like the motor is frozen, if a gasoline motor sits for a long time without use rust can freeze it up. Also if something inside has broken it can freeze the motor. If it was running when you last put it away probably rusted inside. Also the pull cord starting mechanism can lock up, if you can remove it and turn the motor by hand then it is the pull cord mechanism.
remove starter houseing cut old rope out then rewind it till it stops slip new rope through houseing hole and pull hole put a screw driver threw houseing and pulley to make it so it cannot unwind then not the pulley end of rope take a lighter heat knot this will make sure it will not unknot hold rope pull out screw driver pull rope until knott is seat to pully slowly let cord rewind cord until it stops pull out two tune of pully install handle put knot in it and heat the knot with a lighter done cut excess cord off reinstall the red neck let me no if you get have problem like motor dont star or is hard to start
pull off cap first from engine look inside it pull the rest of the cord out to the end then grab the not onthe pully while holding it pull the rope out after that wind pully all thee way up shuve a new cord throug houseing pully then slowly let rewind up until it stops cut the rope 6 inchs in front of cap hole restall cap to motor slip your starter rope threw grip that you pull pullthe cord attached to handle out two feet hold onto rope cut handle loose slip[ and tie handle again to the houseing rope dont let go of the rope after that let it rewind back up done
if the fuel tap has been left on it may have fuel on top of the cylinder and would not able to pull cord.
if so take the spark plug out and turn over, fuel may come out of hole.replace spark plug and try to start. if it still won't turn over, you will need to take the face plate off the motor. remove and inspect if there is any foreign objects. try to turn motor over by hand., grab on to fly wheel & turn. if it moves freely it may be the pull start it-self. try pulling the cord out. if no problem assemble and try to start.
Could be motor locked up or cord caught in the rewinding mechanism. Remove top engine cover and see if cord pulls now. If not then in winder. If it does see if you can turn the motor over by hand with cover off. If not maybe engine locked up. Did the engine run low on oil? if so when motor cooled, things may have locked up. Try removing spark plug, and light oil to cylinder and let soak.Turn engine with wrench.
Suggest you not use this equipment. Either you or someone else could be shocked. If the blower cord is getting hot, so is the drop cord. Something may melt and cause a fire. My guess is a short in the blower unit itself, which should only be addressed by a professional or replaced if too old to fix.
Turn on the vacuum but don't move it--just start at the plug end of the cord, bend and pull gently on the cord, but hold the plug in the socket. Work along the cord while listening to the motor for cutoff. When you get to the internal break in the cord, any bending or pulling will immediately start and stop the motor. If this occurs near either end of the cord, it can be cut off shorter and a replacement plug put on (if on that end). If it is the vacuum end, the machine needs to be disassembled part way to reattach the cord. If the break is near the center of the cord, just replace the entire cord. Good luck!
see if the motor turns over pull the spark plug put some lubricant inhole other wise pull off pull cord assembly try turning crank becarfull not tobreak rings moveback and forth little bit at atime if it turns over check pull cord out
