I've absolutely no idea about how to fix it but I've got the same problem and its been the same for a long time
It's an improvement to when it said fatal alert fatal exception and the reset button wasn't doing good, it just came up with the same thing every time then but somehow I got it to saying PALM POWERED without doing anything else, not even turning off or responding to any of the buttons except for the reset button which takes it to the same place! (The operating system is Os5)
Someone else on the internet said if it was a tungsten T3 which is what I have Hold down reset and the navigator button that is for up.I've absolutely no idea about how to fix it but I've got the same problem and its been the same for a long time

When you see the first screen (the orange one) hold the UP button as the bar moves across the bottom of the screen. Let go right before the screen goes to the silver logo. If it continues and opens Prefs, then you need to delete the program causing it to reboot.
If that doesn't work, do a Hard Reset. A Hard Reset will erase everything on your lifedrive, so only do it if you have to. Hold the Power Button while you push the reset button. Continue with the instructions to finish erasing your device.

It seems that you phone is frozen and needs a hard reset factory, here is the procedure:
1. unplug the power supply in case it's plugged.
2. open the Battery cover, but don't take out the battery for now.
3. Press and hold the "Power/end" button.
4. While holding this button, remove the battery and put it back immediately. Please don't release the "Power/end" button while doing this operation.
5. Keep pressing the "Power/end" button and when you see "Erase all data" on the screen, you can release the button and then presse "UP" to confirm the reset factory.
6. Continue the setup as if it's a new phone.

Did you install something rare at your palm??? Is your palm Sayin "Fatal Exeption" when you Reset it??? If you install something rare and after that your palm is saying taht you can... Do a soft reset: Reset it normally... If after that your palm show again that message you can; Do a warm Reset: Pres de up scroll when resseting.. when you so the Palm logo you can stop press the reset botom... There you will see the configuration screen... If it is not more the "fatal exeption" message you can uninstall what is doing the problem... you can hot sync your palm now... after that... do a soft reset and-If you uninstall what is doing the problem- you are not going to saw any more that message... if it is not resulting... Try to do a Hard Reset Do a warm reset and copy all you important files or programs to your stick memory... then when pressing reset botom pres the on-of screen botom.... when you see the palm logo you can stop presing on-of screen botom. bye. There are multiple reasons for the phone to go into an endless loop.
Fix #1 - Soft Reset - Take out the battery. On the back of your phone, pop the cover off, remove battery, place battery back in and it will show each screen once and power on normally.
Fix #2 - Hard Reset - To do a hard reset, hold the power button
while you replace the battery and then release it when the Palm logo
appears.
Remove the battery and let the palm sit for a day, reconnect the battery and do a hard reset. To remove the battery, you need a Torx T5 screwdriver. Carefully remove the cover making a note of the location of all the buttons in the case. The battery is connected by a mini 2 pin connector, just disconnect the battery by gently wiggling the connector and pulling.
mayb you can try to do a hard reset.
Take out your battery press and hold end call button ( don't release ) then put in your batery wait the loading finished and change to other screen then you release your from the end call button you pressing just now.If still can't work,no choice need to go back to you service center .
