Assuming the basics have been signed off, the usual reason that a set will not fire up is a power supply problem. In sets like yours the supply comes from the transistor that supplies the screen with pulses and hence high voltage. In short with a set as old as this I personally would not be bothered getting it repaired. You could probably find someone giving a working set away for free on numerous local selling websites.

MOST LIKELY THE ERROR 3 IS THE 200V LINE TO THE CRT DRIVE IC.IC702. ON THE CRT PC BOARD. IT ALSO COULD HAVE GONE OUT IF YOU HAVE HEAVY USAGE ON THE SET 8-12 HRS A DAY. THE CTR COULD SHOT AND TAKE OUT THE I.C. AS FOR IS IT WORTH FIXING, THEY DON'T MAKE CRT TV'S ANY MORE AND THE NEW SETS SEEM TO HAVE A LOT OF PROBLEMS.

Most Sony's usually always have bad regulator ics. Depending on your model, could be a mcz3001 or str ic or mxoa ic. Check for 160v across the main capacitor for 160v to see if your power supply is working. Do not use chassis ground. Use the ground on the cap.
