Nuvi 1350 charges in 4 to 8 hours. If your Nuvi is not accepting a charge, you may have a loose or bad USB cable. Note that the Nuvi can be charged with a phone charger. Charging it with a connection to a computer moves charging time toward 8 hours and more towards infinity if you don't have the driver installed on the computer. Turn the Garmin off. If the driver ins installed in the coputer, plug the Garmin into the computer and then hold down the power button on the Garmin for 30 seconds.
plug it in to a pc,
hold the flag sybol on your keyboard and press the letter R
type in cmd then ok
typ in chkdsk <drive letter>: /f
where <drive letter> is the letter of the unit e drive g drive etc
if it says this disk is RAW, you have a bad device, otherwise try updating it or doing a master reset
Connect your nuvi to your computer. Go to www.garmin.com and select your country from the drop-down list. Click on myGarmin and then on REGISTER YOUR GARMIN DEVICE. Follow the prompts.

Unfortunately, there is not a lot of easy user troubleshooting for Garmin units. I will note that the AC adapter that plugs in the USB port will give the unit more power than a USB connection to a computer or the 12vDC car adapter. If you've tried connecting it to the AC adapter and it still won't come on, it is possible the internal battery has gone bad and is consuming more power than the supply can produce to both charge and power up the unit. You can try leaving it plugged into the AC adapter for an hour or so and then trying to power it up with the AC adapter plugged in.
Let me know what you've done so far to troubleshoot and I'll research some more for you.
it sounds like your battery within the GPS Unit is died. You need to charge it somehow. Keep it connected to the car charger for around 30 mins and unit should turn on. Do not keep it on while it is being charged

Put a drop of dishwashing detergent and a few drops of water on the rubber and distribute it evenly before You mount it to the windshield. This mixture enhances the suction power and keeps the rubber soft. Repeat after 3-4 months! If You don't like the look of it on the outside of the window, put a smiley sticker on it! :-)
