I have a Ryobi Model RY28040 straight shaft line trimmer. In my case I replaced the complete String Head Assembly that includes the String Head Housing, Spring, and Spool and the string still did not advance. I then discovered that the bolt in the Spool Retainer cap (the red cap that attaches the spool to the shaft) was fused and not moving. The bolt needs to be loose inside the cap in order to allow the spool to move in and out by the spring. I loosened the bolt and fastened the spool back onto the shaft. Fired it up and bumped it a few times and the line began to advance. Turns out I probably only needed to replace the Spool Retainer rather than the String Head Assembly.
Be sure the spring is not bound up with grass or mud. It has to recoil to push the head down so the line doesn't continue to shoot out.

check out a white plastic lever at the back of the spool line. if its broken then replace it. cost of the parts around $4.00 or so. this parts controls the auto feed of the spool

Some of the trimmers recommend a certain size line, if you have one of these that let line out as needed, the speed at which the trimmer cuts will let out line as needed. If you have too small of line the drag for the friction let-out you will spoll all the line out. Make sure the line is the right size, They come in alot of sizes, anywhere from .060" to .125" line thickness so make sure you have the right size line!

Check the size of the line,(OD), make sure you are using the correct size, sometimes cheap line will be problematic, also, you said you are re-stringing it, try a new batch of string, the old string inside the hub can get chaffed and will stick to itself...

Rewind your line the opposite direction you wound it on this last time.
If it is wound in the wrong direction, it will continue to feed out while running and that is your problem.
