The best way to transfer pictures from a camera with an SD memory card is to do it outside the camera. If your computer does not have an SD card reader built in, you can buy an external USB card reader for $20 or less on E-bay, Amazon, etc. Remove the memory card from the camera and insert it in the card reader. Your computer will treat the card reader and SD card just like it treats an external hard drive. Either drag-n-drop or copy and paste your pictures from the SD card file to a file on your hard drive. If after you have copied and backed up your files you want to reformat your SD card, replace it in the camera and format it in the camera, not in the computer. SD cards formatted in a computer will often not work in your camera because of slight differences in the formatting.

Camera must be in point-to-point USB mode for remote tethering to work.
In menu with wrench icon, make sure USB is set to "P" point-to-point.

Your answer to you question is probably something simple. Most people don't know to make sure the camera is turned off before connecting it to the pc. Try it.
Unplug the camera from the pc and turn it off. Restart your pc.
Plug in the camera to the pc then turn it on.
Go to my computer on the pc and see if it's listed as one of the removeable drives.

The cable itself might be to blame. You should hope so, since the alternative is not good news. These cables are pretty much standard and available in any Radio Shack or Best Buy.
If that doesn't work (and you can return the cable if that's the case), I would recommend getting a cheap card reader rather than using the camera and cable to import your photos. Your camera takes SD and SD-HC cards. To be safe, you should be sure to get a card reader that can accept SD-HC cards (not all of them can).
With a card reader, it's even easier and faster to import photos. You insert your memory card into the reader, which attaches via USB on your computer, and it shows up just like a disk drive. then drag and drop your photos where you want them.
