This appears to be a generic case. If so there are several ways it may open up.
First, the most common is to remove two or three screws in the back along the edge of the side panel where it turns and goes over the back of the system. I assume you've tried that. If you are certain that the side panel is of this type you may need to take a flat screw driver and slide it between the panel lip (the part that folds around and through which the screws are inserted) and the system frame. Slide it in and turn it to "pop" the panel. Once near the top and once near the bottom should do it.
If you don't have that type of side panel there are three other options. First, the top of the case may be held in by a screw in the middle of the top-back. If there is a screw at the back at the very top in the middle of the edge, remove it. Slide the top toward the back (it should go back about 1/2 inch) and lift it off. The side panels then lift straight up and out.
Second, you may have a latch in the middle of the back next to the side panel lip. Depress it and slide the side panel off (this is usually something you see only on Compaq's and other name brand computers, not generic).
Finally, there are some systems which have a lever at the top back of the system that you pull back to spring the side panel. If the panel is stuck, pull the top lever back and use a screw driver so pry the side off from the top...it tips back from the top and then lifts out after you pull the lever.
