Why does my CM3 constantly have water running from the hose hooked from the ice machine to the sink drain pipe? Our water bill has doubled because of this.

Well it is making ice cubes alright just too thick right? I would give it a good cleaning with nickleguard and retry. If it is still doing the same thing I would replace the ice thickness switch.

The older cubers were opperated by a cube size thermostat. when the temp reached the cube size tstat setting it would energize a harvest timer motor and this timer would continue running through a holding switch on the timer. when the cam comes around and the micro switch drops the water is introduced (it would be warm) and the hot gas from the refrigerant would be introduced to the evaporator causing the cubes to drop. at the end of the cycle the cam pushes op in the holding switch and finally open it and because the cube size tstat is now warm the timer motor stops.
The timer had a white plastic stem with a 1/4" D shaft. It would only turn clockwise. Try looking for this and advancing it to see if your sol valve will open or get voltage to the valve.

Could be in need of cleaning with some nickleguard ice machine cleaner. Or maybe a restriction in the pump? How about a scotsman repair manual?

The manual has an exploded parts diagram use as guide to locate parts.
First check the timer, you can manually turn it through a cycle or watch it rotate on its own.
Check the water inlet solenoid valve. if all looks well and you have definite water flow past the valve, then
Check spray pump. You have to remove the rear panel. The pump has a fan on the top. spin the fan if it is at all tight the ;pump is bad.
I have owned 2 of these units and have had failures of all of the above parts over the years.

Clean condensor and evaporator. Check spray nozzles clear. If you can lower the room temp and it produces better then likely a dirty machine, low on charge or weak compressor.
