Is the TV fixable or is it time to buy a new one?

There is a problem in the sweep section of the set. The Horizontal sweep power supply most likly. there is nothing a layman can do as it will involve troubleshooting the solid state circuit. please find a trainded tech to assist you in this repair.

I was advised the same - the power supply needs to be rebuilt - Sony parts only or else it doesn't last. Cost runs between $150 and $275 (Cdn)

A reset won't fix this. The standby light should be blinking a repeated count with a 3 second pause inbetween. Post that count here. That will indicate the circuit/condition that is preventing the set from turning on.
Thanks,
Dan

Follow the instructions from the image provide and see if that works, if it does not work; you have a hardware failure in your TV. The hardware failure could be the HOT or flyback transformer.
Let me know if you need further assistance.
