SOURCE: ICOM IC-A23 CL-ERR Problem
My neighbor just had this problem so I delved into it and fixed it.
You will need another working radio and the cloning cable.
DO NOT GO BUY ONE FOR 23 BUCKS PLUS SHIPPING!!!!!!!
This cable is nothing more than the same one you use to pipe your MP3 player into a car's AUX input.
You either have one or know someone who does that you can borrow.
If not go buy one from Sears ,Best Buy or any decent truck stop should have them for about ten bucks.
Turn both radios off.
Now with the 3.5 mm cable plugged in to both radios hold down the up and down arrow buttons and turn them on.
They should say "clone".
Now press the" ENT" on the good radio,
This will send the data over to the "bad" radio.
Now turn them both off, remove the cloning cable and turn them back on.
Both should be working now.
\WARNING if your battery is in bad shape it can cause the problem to come back. Either deep six the battery or hit the battery for a few seconds with your car battery charger to shock the cells.
Some times this can extend the battery's life.
