Battery charger was distroyed and we need a charger for this chair
Gosh I am sorry but have NO knowledge Re: Quantum chair chargers but unless you got your chair and equipment from Scooter Store. which got shut down by Feds due to fraud, you might contact chair's supplier and ask about getting a replacement for your destroyed charger's source.
Failing that, does your city/county publish a "throw away" paper? Sometimes one can find powerchair's equipment posted there. That might be worth a try.
I am sorry not to be familiar with Quantum mobility aids! Anybody else, please?

When you say inoperable I am assuming you are not getting a flash code on the joystick. I would check the wiring from the charge meter on the rear? console - you will see a yellow slug in the harness that has a fuse in it - check all the wiring from the meter as this can cause a 'power loss' problem. Of course, check the battery connections as well.

I'd look for a loose connection, one battery bad could be it, but its not likely, you can still move it with low voltage, one low batt., could be joystick. You can get generic trouble codes off your joystick, and call the manufacturer, Pride, 1-800-800-8586.
